BUSINESS MOTIVATION AND OBJECTIVES : ECI Telecommunications Ltd. is a publicly owned corporation whose stocks are traded in the U.S. stock markets.
ECI Telecommunications Ltd. is involved in the specification, development, production, sales and service of a wide range of products and systems for the telecommunications market, including public switching, transport network systems, access systems, private exchanges, data communications, and wireless access systems.
ECI Telecommunications is a leader in the Israel telecommunications industry, the largest provider of products to Bezeq (the Israel PTT). Furthermore, almost 50% of ECI Telecommunications' sales are in the export market.

The development of these products and systems involve a number of engineering disciplines including telecommunications engineering, systems engineering, hardware engineering and software engineering. It has become apparent in the past few years that, although all of these disciplines play a major role in the success of such projects, software engineering has become the critical factor in project success, in terms of scope, cost, schedule and quality.
Software provides much of the functionality of such products, accounts for much of the development costs, is most often the cause of schedule delays and is often the root cause for system/product failures.

The PIE provides an opportunity to explore and improve software development technologies without exposing the project to the attendant additional costs.

THE EXPERIMENT : The experiment involves selecting a requirements management tool suite and integrating it into a development process [consisting of the new tool suite, existing tools and needed modifications to them, existing processes and procedures and needed modifications to them, and measurement approaches and methods] to be used by the baseline project, infusing this development process into the baseline project, performing the baseline project with the support of an RM support team, evaluating the results of the new development process and the effect that the introduction of automated requirements management tools had on the baseline project, and disseminating, both internally and
externally, the results of the experiment.

EXPECTED IMPACT AND EXPERIENCE : The importance of requirements management to the success of software projects is well-known. In fact, requirements management is the first of the key process areas of level 2 of the CMM.
We anticipate that this experiment will prove both the technical effectiveness and cost effectiveness of introducing automated requirements management technologies into our development process.
